The International Criminal Court (ICC) was established to prosecute war crimes, crimes against humanity and genocide. The Court is located in The Hague, far from regions where the alleged crimes that it is investigating took place. In order to bridge the physical, linguistic and cultural distance between itself and the local communities in countries where it is carrying investigations, the Court has set up an Outreach Programme. This programme was designed to establish a two-way dialogue between the Court and local populations in order to ensure that they can understand and follow the Court's judicial proceedings, as well as voice their concerns and questions to the Court. To this end, the programme produces a variety of outreach tools in the local languages of these communities. One of the main objectives of the Outreach Programme is to solidify the Court's legitimacy among the local populations.

520 $a This thesis examines the role that translation plays in the ICC Outreach Programme in the Democratic Republic of the Congo. For my examination of translation in the production of the outreach tools, I draw on narrative theory, functionalist translation theories, and post-colonial translation theories. In doing so, I contend that the source text of all of the outreach tools is not one particular text, but the Court's narrative as a whole. Consequently, all of the outreach materials are translations of this narrative. Furthermore, because of the DRC's past as a Belgian colony, and taking into account that the ICC is a Europe-based institution, a postcolonial framework provides important insight into the analysis of the communication between these two interlocutors. Finally, my investigation demonstrates the necessity to broaden the definition of translation. Through my research, I hope to shed light on the crucial role that translation plays in the work of the Outreach Programme.
