The purpose of the study was to determine whether there was a significant difference in higher education performance between states operating under two common higher education governance structures in the United States: statewide consolidated board structures and statewide coordinating board structures, as categorized by McGuinness. These two higher education governance structures in 46 states were compared on state higher education performance indices in five areas---preparation, participation, affordability, completion, and benefits---and 18 indicator areas within the indices. State performance data were obtained from the National Center for Public Policy and Higher Education study Measuring Up 2000, which examined 50 states using the five performance areas for analysis.

Two major research questions resulted in the development of 23 research hypotheses, hypotheses related to the overall statewide higher education performance indices and 18 related to specific statewide indicators of higher education performance.

Using inferential statistics, differences addressed in 20 of the hypotheses did not achieve statistical significance (p < .05). The study found significant differences between consolidated and coordinating board structures in increased income from education, need-based financial aid, and low student debt in the state indicators. The lack of differences between structures may indicate a number of areas worthy of further study: (a) There is difficulty in measuring state performance in such expansive categories, (b) the lack of differences may indicate that structure has little impact in wide areas of state performance, (c) geographic and socioeconomic differences between states and regions may play a role in performance differences, and (d) the lack of differences may even raise the potential that some unmeasured indicators or statistical outliers may be more relevant.

Ongoing efforts to improve higher education performance in the states and to ensure public accountability should contribute to the importance of continued study of state higher education governance structures, their roles in managing state systems, and higher education performance outcomes. Based on the significant findings of the study, further investigation of differences between state structures and performance with regard to need-based financial aid, student debt, and increased income levels in the states as a result of higher education is recommended.
