Recent studies in the housing field have focused on the U.S. housing market, but only a few studies have attempted to investigate the factors leading to variations in housing prices within the jurisdiction of Maryland. Moreover, there is limited research on the impact of the most important variables affecting housing, including the violent crime rate and impact fees in all 24 counties in Maryland. To fill this gap, this study investigated whether building impact fees and violent crimes are responsible for housing price fluctuations in Maryland. The model entailed several important independent variables, including development impact fees, violent crime, poverty rate, and per capita income. The study contributes to research by the government, housing agencies, housing buyers, lenders, borrowers, investors, and researchers to understand the causes of housing market fluctuations. Secondary data were collected from U.S. Census Bureau, housing departments, and local and Maryland state governments databases. Five independent variables and one dependent variable were selected based on supply-and-demand driven principles. Five hypotheses were developed, positing how each variable is related to changes in housing prices in Maryland. These hypotheses were tested to determine whether development impact fees and violent crime are major contributors to housing price fluctuations in Maryland. Results indicated that the unemployment rate was the leading cause of housing price fluctuations. This study used regression with panel-corrected standard errors for panel data to address the research questions because the data included time series and cross-section data.
